Ciaras House Mission Statement
What: A Transitional Home for Women released from a county jail in Kentucky
A faith-based home that is available to women provided they agree to the rules of the home or until the Director(s) agree that they are ready to live independently.
Initially the goal will be to provide housing for three women with a maximum of eight.
Each of the women must sign a contract drafted and maintained by the Director(s).
Not every applicant will be accepted into this home if the Director(s) refuse acceptance. Refusal can be based on recommendation from the Jailer(s), sentence, reputation, limited space, or Director(s) prerogative.
This home will be for only biological females.
Who: Initially Directors will be Debbie Thompson, Karen Bonn, and Nancy Tate
As the programs grows and expands additional individuals will be recruited to compile the required board.
Where: In Meade County, Kentucky to be located within an area conducive to obtaining gainful employment.
When: The home is currently open
Operating expenses are approximately $4,200 per month to include facility rental, utilities, transportation, minor medical expenses, liability insurance, and other miscellaneous expenses associated with a facility of this type.
The living expenses will be covered by this budget until employment can be obtained by these women. Once employment is obtained each participant will be responsible for contributing a minimum expense to the operating expenses of the facility. Other facilities of this type expect the women to contribute $50 per week, possibly to be minimized based on income, and to be responsible for individual expenses, such as, food and other personal items.
The goal will be for these women to obtain employment within two weeks of being released from jail with assistance from the Director(s).
Assistance with provided for all eligible to apply for Medicare, Medicaid, SNAP (average benefit per person per month is $138), and other government sponsored programs.
Why: Recidivism in the county jail system in Kentucky is approximately 70%, x percentage of the county jail population is comprised of women. The goal of this initiative will be to develop a program that provides mentorship, food, lodging, and transportation to previously incarcerated women for them return to society and independent living.
Assumptions:
Employment is locally available
Discounted rates can be negotiated for medical, dental, and professional services
Sponsorship can be obtained by local businesses, churches, organizations, and individuals
